Ouragan Harvey: près de 8 milliards d'aide d'urgence débloqués

Mercredi, Washington a débloqué une somme de 7,85 milliards de dollars pour aider les victimes de la tempête Harvey.

Le Texas a été ravagé par la tempête Harvey.

La Chambre des représentants américaine a adopté mercredi une première enveloppe d'urgence réclamée par le président Donald Trump. Dans un rare consensus, les élus ont débloqué un montant de 7,85 milliards de dollars pour les victimes de la tempête Harvey.

Les élus de la chambre basse du Congrès ont voté par 419 voix contre 3 en faveur de ces crédits, qui iront principalement à l'agence fédérale des situations d'urgence, Fema. Le Sénat doit voter à son tour dans les prochains jours.

Les trois "non" sont venus d'élus républicains conservateurs, qui se plaignaient que ces dépenses ne soient pas financées par des économies ailleurs dans le budget. Ces fonds ne sont présentés que comme un acompte d'une facture qui pourrait s'élever au fil des mois à plus de 100 milliards de dollars, selon les élus.

"Avec cette loi, la Chambre a donné les financements nécessaires à Fema pour que les opérations de secours et de rétablissement se poursuivent, (...) tout en lui permettant d'avoir les moyens d'intervenir en cas de nouvelle urgence", s'est félicité le républicain Rodney Frelinghuysen.

Les débats devraient être moins expéditifs au Sénat, où la majorité républicaine pourrait amender le texte pour lui adjoindre un relèvement de la limite de la dette fédérale américaine, alors qu'une échéance se profile dans les prochaines semaines.

Des conservateurs s'opposent à un relèvement du plafond de la dette "sec", sans contreparties budgétaires. Et la minorité démocrate tente de négocier sur l'ampleur de ce relèvement.
