60 ans du Traité de Rome: les dirigeants de l'Union Européenne ont renouvelé leur engagement

Il y a 60 ans, à Rome, un traité entre six puissances européennes créa l'Union qui s'est aujourd'hui étendue à 27 États. Pour cet anniversaire, les dirigeants de ces pays se réunissent dans la capitale italienne pour renouveler leur engagement. La Grande-Bretagne ne sera pas présente.

 Les dirigeants européens ont affirmé samedi à Rome leur volonté de se remobiliser, 60 ans jour pour jour après la signature du traité fondateur de leur Union. Celle-ci est aujourd'hui menacée, y compris par le divorce décidé par le Royaume-Uni.

"Prouvez aujourd'hui que vous êtes les dirigeants de l'Europe", a lancé le président du Conseil européen Donald Tusk aux 27 chefs d'Etat et de gouvernement réunis au Capitole - dans la même salle des Horaces et des Curiaces où fut signé le traité fondateur de l'Union européenne le 25 mars 1957 -, sans la Première ministre britannique Theresa May. Elle a décidé de lancer la complexe procédure de séparation d'avec le bloc européen mercredi prochain.

Accueillis sous un soleil éclatant par le chef du gouvernement italien Paolo Gentiloni, les chefs d'Etat et de gouvernement ont chacun à leur tour traversé la grande place du Capitole, dessiné par Michel-Ange, avant de signer un nouvel engagement solennel en faveur de l'Europe.

"Il y a des signatures qui durent", a affirmé le président de la Commission européenne Jean-Claude Juncker en paraphant ce document, la "Déclaration de Rome", avec le même stylo utilisé il y a 60 ans par son prédécesseur luxembourgeois. "Il y aura un 100e anniversaire de l'UE", a-t-il prédit à son arrivée.

Union une et indivisible

En 1957, l'Allemagne, la France, l'Italie et les pays du Benelux (Belgique, Pays-Bas, Luxembourg) s'engageaient à "établir les fondements d'une union sans cesse plus étroite entre les peuples européens".

 

 

Mais "nous nous sommes arrêtés et cela a provoqué dans l'opinion publique une crise de rejet, cela a fait refleurir les nationalismes qu'on pensait relégués aux oubliettes", a déclaré avant la cérémonie de signature le chef du gouvernement italien Paolo Gentiloni. Cependant, a-t-il assuré, "nous avons appris la leçon, l'Union choisit de repartir".

Dans leur déclaration, les 27 réaffirment que leur "Union est une et indivisible", en réponse explicite au Brexit. "Nous ferons en sorte" que le Brexit "ne soit pas au détriment de l'Europe", a averti à ce sujet le président François Hollande dans une déclaration à la presse.

 

 

Manifestations

C'est pourtant une Europe en pleine tempête qui célèbre son 60e anniversaire face aux vents de la discorde, du doute et de la défiance populaire.

Quelque 30'000 manifestants - pro et anti-UE - ont commencé à défiler dans les rues de la ville éternelle, dont le centre a été bouclé par d'importantes forces de l'ordre. Celles-ci redoutent particulièrement que quelques centaines d'activistes des Black Blocks - groupes de militants anarchistes ou autonomes - ne viennent s'infiltrer.

 

 

Des dizaines de milliers de personnes - 80'000 selon les organisateurs - ont par ailleurs marché à Londres contre le Brexit jusqu'au Parlement endeuillé mercredi par un attentat qui a fait quatre morts. Avec pour mots d'ordre "Unis pour l'Europe" et "Faites entendre votre voix, arrêtez le Brexit", elles ont manifesté malgré les mesures de sécurité renforcées.
